POSITION DESCRIPTION:
The Chief Human Resources Officer is a member of the executive management team and reports to the President. The candidate will is responsible for the oversight and management of the Project Management Unit, Safety and Security Department and the Facilities Management Department. The incumbent is also required to give direction to the execution of all major capital projects of the University.
MAIN RESPONSIBILITIES OF THE POSITION ARE TO:
- Develop insightful analytical tools to be used by strategy owners to inform resource requests, execute decisions and strategy choices
- Provide managerial and technical direction to the Project Unit, Safety and Security Department and the Facilities Management Department
- Coordinate the initiation and management of special projects emanating from the activities of the division
- Identify equipment necessary to execute the functions of the Division
- Ensure that projects are completed in compliance with the guidelines of all regulatory bodies and project plan
- Plan and manage the budget for the Division
- Plan, train and develop capabilities within the Division to manage, maintain and operate equipment and the facilities
- Participate in the strategic planning exercise and develop an annual divisional work plan
- Manage the human resources of the Division
- Identify and assess security, production and other risks related to the plans and activities within the division and take action, as approved, to mitigate against loss and damage to the University
- Implement standards, procedures and reliable controls within the division
- Serve on Advisory Committees and task forces, as requested by the President
IDEALLY, THE CANDIDATE SHOULD:
- Hold a Masters Degree in Engineering or related technical discipline from a recognized higher educational institution.
- Training and/or experience in Project Management and Security Administration
- In-depth knowledge of academic and administrative processes within a university or a higher education institution
- In-depth knowledge of the strategic planning process and the ability to apply in a complex organization
- Sound knowledge of general project management principles and practices, particularly applicable to large building/infrastructure projects
- At least ten (10) years’ experience at the senior management level in a large corporation or in a tertiary institution.
- The candidate should also demonstrate the ability to:
- be a team leader, team player and to contribute to team building.
- provide innovative leadership and vision.
- articulate the role of the constituent units within the Division.
