Hermine M. Metcalfe, O.D., BH(M)

Hermine M. Metcalfe, O.D., BH(M) is a highly decorated registered pharmacist and healthcare leader with a distinguished career spanning over five decades in Jamaica’s public and private sectors. A trailblazer in pharmaceutical services, she is perhaps best known for establishing the VEN List (Vital, Essential, and Necessary List) of drugs in 1986. This foundational procurement principle has since been adopted across various Caribbean territories.
Throughout her tenure in public health, Mrs. Metcalfe served as the Chief Pharmacist for the Kingston Public (KPH) and Victoria Jubilee (VJH) Hospitals. Her leadership was marked by significant structural improvements, including the initiation of satellite pharmacies on medical and surgical wards and the coordination of a multidisciplinary committee to enhance inter-departmental communication and patient care. She also played a critical role in national health crises, notably managing the island-wide procurement and distribution of vaccines during the 1982 polio epidemic.
Beyond her clinical and administrative impact, Mrs. Metcalfe has been a steadfast advocate for education and professional standards. She is a former Chairman of the Pharmacy Council of Jamaica and has contributed extensively to her alma mater, the University of Technology, Jamaica (formerly CAST), as an external examiner, part-time lecturer, and Chairman of the Pharmacy Advisory Committee. Her commitment to the next generation is further evidenced by her active participation in the UTech, Jamaica mentorship program since 2013.
In the civic sphere, she holds several prominent leadership roles, currently serving as the Chairman of the St. Patrick’s Foundation and Chairman of the Convent of Mercy Academy (Alpha). She is also a foundation member of the Caribbean Community of Retired Persons (CCRP) and a board member of the National Health Fund.
In recognition of her outstanding contributions to pharmacy and education, Mrs. Metcalfe was conferred with the Order of Distinction (O.D.) in 2016 and the Badge of Honour for Meritorious Service [BH(M)] in 2014. Her legacy of excellence is further cemented as a UTech, Ja. 60th Anniversary Distinguished Alumni Awardee, adding to a long list of honors that includes the Alpha Academy’s Woman of Excellence Award and the Pharmaceutical Society of Jamaica’s Lifetime Achievement Award.
