The Government of Jamaica has prepared the Draft Occupational and Safety
Health Act, 2000 applicable to “all branches of economic activity and to all
owners, employers and workers in all such branches”. The Act mandates
industries to establish and comply with occupational health and safety
measures as legislated. As such, the Act has far reaching implications for
occupational health and safety standards at the workplace.
If the new Act is to be complied with, the present group of occupational
health and safety workers will require further educational preparation, and
indeed new categories will be required.
At the June 13, 2002 meeting of the Planning Committee representing various
sectors, called by the Faculty of Health and Applied Science, it was agreed
that it was timely to introduce undergraduate programmes to meet the growing
needs of the industrial sector. The Committee also agreed with the analysis
of the Act, endorsing the belief that if the sector is to comply with the
Act, new categories of occupational health and safety workers will be
required and the present cadres will require further educational
preparation. The
University of Technology, Jamaica in response to the legislation, members of
the occupational health and safety group, as well as the agreement of the
meeting, is proposing to introduce three levels of educational preparation
in occupational health and safety. These are:
1. In-service education courses;
2. Certificate; and
3. Bachelor of Science Degree.
These programmes will be a joint venture between the Faculty of Health and
Applied Science, and the Faculty of Engineering and Computer Science. The
introduction and approach to these programmes will be the first of its kind
in the Caribbean, and indeed, be meeting regional needs.
PROGRAMME
GOALS
The Certificate Programme is committed to producing Occupational
Safety Officers capable of:
1. Anticipating and assessing basic workplace hazards;
2. Developing, implementing, and evaluating programmes for enhancing
workplace safety;
3. Communicating with the public on relevant occupational health and safety
issues and related matters;
4. Interacting with governmental regulatory bodies on basic occupational
workplace safety issues;
5. Participating in continuing learning activities for personal and
professional development.

DESIGN
The programme is designed to satisfy the educational needs of the
Occupational Safety Officer.
The programme of study comprises 34 credits and requires a year of fulltime
study accomplished over two (2) fifteen (15) week semesters. Part-time study
is also a consideration to be offered through various approaches such as
day-release, evening classes, etc. A modular approach to programme design
and delivery is used.
Selection of modules was directed by the analysis results of job functions
of the Occupational Safety Officer. Various companies and the Ministry of
Labour and Social Security provided information on these job functions.
These were enhanced to reflect current thinking on the workplace
environment.
Students successfully completing approved courses and meeting the
requirements at the Certificate level need not repeat them at the degree
level. This is subject to University of Technology, Jamaica approval.
The curriculum is designed to meet the mandatory university and general
education requirements as well as those for the professional preparation of
the Occupational Safety Officer.

CERTIFICATION
On successful completion of the programme of study, the graduate
will receive the Certificate in Occupational Health and Safety.
