Scotiabank Chair
In Entrepreneurship & Development At UTech
GOAL OF THE CHAIR
To facilitate the growth of entrepreneurship and development and
assist the micro, small and medium-sized enterprise (MSME) sector in
Jamaica and CARICOM.
TERMS OF REFERENCE
The responsibilities of the Scotiabank Chair in Entrepreneurship and
Development will include:
- Coordinate and facilitate the implementation of the
Enterprise-Wide
Risk Management and Financing Programme targeted at MSMEs in
The MSME
Alliance
- Engage in research and case studies on entrepreneurship and
development.
- Initiate and implement specific projects/programmes to facilitate
the growth of entrepreneurship
- Organize training programmes on sound entrepreneurial practice and
conferences, seminars and/or workshops to disseminate research finding
and other information related to up to date entrepreneurial practice.
- Collaborate with UTech faculty in a review and development of an
entrepreneurial competency framework and mainstream entrepreneurship
in the programmes of UTech.
- Engage in public education about the significance of
entrepreneurship in the development process.
MAIN ACTIVITIES
- Research: The Chair will seek to encourage
and fund the following areas of research:
- Characteristics for identifying entrepreneurs that will facilitate
development
- Measurement/management of risks & financing MSMEs
- Trade & trade-related issues
- Information asymmetries as a constraint to entrepreneurship and
development
Scholars engaged in these areas of research or seeking assistance
in undertaking research and publications in these areas can submit
published papers and/or an outline of proposed research/publication
for consideration of support to

All activities undertaken by the Chair will be guided by the body of
research undertaken by a team of researchers.

- Enterprise-Wide Risk Management & Financing Project: The Chair will
coordinate and facilitate the implementation of the
Enterprise-Wide
Risk Management and Financing Programme (ERMFP) to assist MSMEs in
The MSME Alliance to increase access to financing and enhance
competitiveness. This programme is funded by IDB and other financial
institutions.
- Funded Projects and Programmes: The Chair will solicit other grant
funding and engage in a range of entrepreneurial activities to
generate additional financing to undertake the work the chair. In so
doing, specific projects and programmes will be designed and
implemented to achieve the goal of the Chair. These include:
MAIN BENEFICIARIES
The main beneficiaries will be micro, small and medium-sized
enterprises (MSMEs) and Business Associations, in particular those who
are part of The MSME Alliance. They cover several sectors, including
entertainment, manufacturing, personal services, transportation,
retailing, mining, agriculture among others. The estimated number of MSMEs in The MSME Alliance is about
250,000.
Other beneficiaries will be:
- Scholars undertaking research and publication in the areas of
entrepreneurship and development
- Students pursuing careers in business and other related fields of
study. The estimated annual student population in business at UTech is
3,000 and the total student population at UTech is 9,000
- Policymakers promoting an entrepreneurial culture
- The financial sector, whose business clients will exhibit an improved
business culture and lower credit risk
- Workers, earning higher incomes in a better business environment
- Consumers, from better and cheaper products and customer service
